Superintendent Scott Spence presented a draft School Rezoning Plan to the Glynn County Board of Education at the March 6, 2025, Work Session, outlining several major changes to be implemented in Fall 2027. The changes include:

• High School Zones:
  • Students living north of I-95 (Hwy. 341) will attend Brunswick High School.
  • Students living on L Street to 4th Street will attend Glynn Academy.
• Middle School Zones:
  • Students living west of Hwy. 341 will attend Risley Middle School.
  • Students living east of Hwy. 17 will attend Glynn Middle School.
• Elementary Zones:
  • Students living south of Gloucester Street will attend St. Simons Elementary School.
  • Students living east of Hwy. 17 will attend Oglethorpe Point Elementary School.

These changes aim to balance school enrollments and address shifts in the school-age population in Glynn County. The rezoning process included input from community members, public meetings, and expert advice. Final decisions will be made after reviewing community feedback, and the task force recommended revisiting zoning every five years, which is standard practice for districts across the state.

Following the presentation and executive session, Chairman Dr. Hank Yeargan announced Dr. Spence's retirement at the end of March, with Mr. Mike Blackerby serving as Interim Superintendent until he officially takes over on July 1.

Regular Meeting Update 

At the Regular Meeting on March 11, the Board unanimously approved the February 2025 minutes and the following consent agenda items:

• January 2025 Financial Report: Year-to-date revenues are at 76.9% of budget, while expenditures are at 53.4%. The budget position stands at 58% as of January 2025.
• Surplus Items: Several items, including modular classroom units and combi ovens, were approved to be auctioned or disposed of according to GCSS policy.
• Access Control and Camera Maintenance Agreement: Renewed the annual maintenance and support agreement with Adapt To Solve for $141,378.57 from July 1, 2025, through June 30, 2026. This included maintenance for access control systems, security cameras, and the ExacqVision VMS system.
• Microsoft Enrollment for Education: Approved the purchase of Microsoft Enrollment for Education subscriptions for A3, A5, and Defender for Endpoint Plan 2 Step-up for $309,087.86. The quote was provided by CDW-G through Sourcewell contract #121923.
• School Resource Officer Radios: Approved the purchase of radios from Motorola Solutions for $141,208.20 to ensure communication within the department, the 911 center, and other local law enforcement agencies. The quote was provided through Sourcewell contract #042021-MOT.
• New District Website: GCSS will change website vendors to Smart Sites, an integrated web solution of ParentSquare, for the 2025-2026 school year, with a total cost of $24,834.80 funded by the General Fund. This included a one-time upfront cost of $3,000 and an annual subscription cost of $21,834.80.
• Applicant Tracking and Absence Management Software: Renewed the contract with Frontline Education for $40,579.36 from July 1, 2025, through June 30, 2026. This included $19,566.81 for the Absence & Substitute Management System and $21,012.55 for the Applicant Tracking System.

During the Spotlight on Glynn County, Shawn Williams, founder and director of Coastal Outreach Soccer (COS), recognized longtime school system employee Sung Hui Lewis with the Community Hero Award. He thanked the Glynn County Board of Education for supporting COS since its founding in 2004. COS helps children from low- to moderate-income households with daily life issues and educational development, steering them toward graduation through soccer.

Work Session Update 

• Remedy Project Partnership: Student Services Executive Director Senetra Haywood presented a pilot program with The Remedy Project, a nonprofit aiding addiction recovery, which involved eight students frequently sent to Glynn Learning Center for THC vaping. Seven participated, and none returned for vaping. Plans are underway to permanently implement the program and provide ongoing support.
• Interim District 5 Seat Replacement: Chairman Yeargan announced the Board's plan to select a replacement for suspended District 5 board member Audrey Gibbons by the April meeting but cautioned that the process might take longer due to the high volume of applications.
