Title IV, Part A - Student Support and Academic Enrichment

Authorized in December 2015, the Every Student Succeeds Act (ESSA) introduced a new block formula gr​ant under Title IV, Part A with a wide range of allowable uses. Title IV, ​Part A, Student Support and Academic Enrichment (SSAE) grants are intended to improve students’ academic achievement by increasing the capacity of States, LEAs, schools, and local communities to:

  1. provide all students with access to a well-rounded education,
  2. improve school conditions for student learning, and
  3. improve the use of technology in order to improve the academic achievement and digital literacy of all students.

As a condition of accepting federal funds, the Georgia Department of Education assures to collect and publicly post specific data and evaluation reporting requirements.  According to the Every Student Succeeds Act (ESSA) Section 4104(a)(2), each state that receives Title IV, Part A grant funding for a fiscal year shall publicly report on how Title IV, Part A funds are being expended by the sub-granted local educational agencies (LEAs), including the degree to which the LEAs have made progress towards meeting the objectives and intended outcomes of the Title IV, Part A funded activities/programming.

The Title IV-A grant requires that the district allocate at least 20% of the funds for activities that support a well-rounded education; 20% for activities that provide for a safe and healthy learning environment, and a portion of funds for improving the use of technology for improving academic achievement and digital literacy.  For the 2025-2026 school year, Glynn County Schools is requesting a waiver to suspend the 20% minimum spending requirements so that professional learning can be funded through Title IV-A regardless of the category in which it falls.
