GCSS Earns Reaccreditation with High Marks from Cognia

Glynn County Schools has been officially reaccredited by Cognia, a respected global nonprofit that provides accreditation and certification for educational institutions. This recognition, announced following a comprehensive review in May 2025, affirms the district’s commitment to continuous improvement and high standards in teaching, learning, and leadership.

The reaccreditation process evaluated GCSS using Cognia’s updated Performance Standards, which include 30 criteria designed to assess the quality and effectiveness of school systems. The district received strong marks across the board, with 27 standards rated at Level 3, indicating that GCSS meets the expected level of performance. One standard was rated at Level 4, signifying a noteworthy and systemic practice. Only two standards were rated at Level 2, suggesting areas that are improving and approaching the standard.

GCSS earned an Index of Education Quality (IEQ) score of 320, which is well above Cognia’s network average of 296. This score reflects the district’s overall performance across key domains and reinforces its standing as a high-performing school system.

The review team commended GCSS for several strengths. Community involvement was particularly notable, with stakeholders actively engaged in initiatives that support student learning and growth. Surveys conducted during the review process reflected positive perceptions of collaboration, communication, leadership stability, and teacher availability. The district also demonstrated a strong commitment to holistic student support, offering a variety of programs that address both academic and non-academic needs.

Leadership development emerged as another area of excellence. The district has cultivated a robust pipeline of leaders through mentoring programs, department chair roles, and initiatives for aspiring leaders. Both outgoing and incoming superintendents participated in the review, underscoring a culture of continuity and shared vision.

In terms of curriculum, the Glynn Model for Effective Teaching Strategies (GMETS) was highlighted as a sustainable and effective approach to instructional improvement. Student performance data further reinforced the district’s success, with outcomes such as SAT scores and graduation rates consistently exceeding national, state, and regional averages. Additionally, the district was praised for its data-driven decision-making practices, which are embedded in its strategic planning and daily operations.
Despite these strengths, the review identified two key areas for improvement.

The first involves enhancing the effectiveness of Professional Learning Communities (PLCs) by providing more targeted training and support. The second recommendation encourages the district to better utilize data from classroom observations to monitor and refine the implementation of professional learning within PLCs.

Dr. Shelly Nelson, Director of Accountability and Compliance, expressed deep appreciation for the collaborative effort that led to this successful reaccreditation. She acknowledged the dedication of the District Accreditation Team, school leaders, staff, and additional eleot observers who contributed to the process.

“This reaccreditation is a reflection of our collective commitment to excellence,” Dr. Nelson said. “We are proud of our progress and remain focused on continuous improvement for the benefit of all students.”

The reaccreditation will remain active for six years, with the next formal review scheduled for 2031. Glynn County Schools will continue to use Cognia’s standards as a guiding framework to achieve its vision and goals for the future.

Understanding the IEQ Score

Cognia’s Index of Education Quality (IEQ) is a holistic measure of an institution’s overall performance based on rigorous standards. An IEQ score above 300 indicates that the institution meets Cognia’s expectations for accreditation, which includes the identification of one or more Areas for Improvement and may also highlight Noteworthy Practices. Institutions receiving this score are required to submit a Progress Report within three years to demonstrate the actions taken and results achieved. If satisfactory progress is not evident, additional monitoring may be required. The average IEQ score across Cognia’s global network is 296.
